Is this a recently created tenant? SharePoint does not automatically offer an App Catalog or App store. If after the installation of the tenant you wish to use apps for SharePoint in your environment, additional action is needed. This Microsoft support article covers it all: Use the App Catalog to make custom business apps available for your SharePoint Online environment.
